what happened on sandy? after nearly three months of stalling, while my state, while the presiding officer's state of connecticut, while the states of new york, new jersey and other states struck by sandy were waiting urgently for the relief that we got to the coast within 11 days. they stalled and they stalled because they could not get a majority of the republican caucus to support federal relief for our hurricane-ravaged states. under the hastert rule, they couldn't get that bill to the floor. so speaker boehner once again decided to forego the hastert rule. that's how they got the sandy emergency aid bill passed. look again at the votes. republican "yes" votes for the disaster bill: 49. republican "no" votes for that bill: 179. that bill was dead on arrival under the hastert rule. the republican caucus couldn't support it, wouldn't support it, and we would be without any help now if they followed the hastert rule. on the democratic side, what was the vote on the hurricane sandy bill? 192 yes votes to 1 n

i know sandy had to leave. we were talking about the ratings agencies and what happened when we were downgraded during the last debt ceiling debate. i thought it was interesting reading the executive management report from the ratings agency that also pointed to the congress that one of the reasons -- huge reason for the downgrade, they didn't feel that the congress had the political will to address the spending crisis that we are in either. so that was also a big part of the downgrade of our credit rating. now i think, you know, we are trying to exercise the political will to address our spending by having a budget which you can't really talk about appropriation bills and all of these kinds of things in my mind having continuing resolutions to fund the government forever is unsustainable. you need to pass a budget to begin with a foundation. >> mr. cole, i also talked to attorneys, our attorneys, some other attorneys, not just on our staff and i tell them, talk to me like i can understand you. because they tal
